4.1 The Role of Government
Thissection covers thereasonsforgovernmentintervention and the roles the government plays
at different levels in a mixed economy.
Mixed Economy: An economic system that
combines elements of both a market
economy (private ownership and the price
mechanism) and a planned economy
(government intervention and public
ownership).
Government Intervention: Actions taken
by a government to influence, regulate, or
change economic activity.
Public Goods: Goods that are
non-excludable (non-payers cannot be
prevented from using them) and
non-rivalrous (one person's consumption
does not reduce supply for others). They
are usually provided by the government.
Examples: national defence, street lighting.
Merit Goods: Goods that the government
believes people under-consume relative to
the benefit they bring to society, and are
therefore often subsidised or provided
directly by the government. Examples:
education, healthcare.
● To Correct Market Failure:
Intervening to overcome the free
market's failure to efficiently provide
certain goods. This includes stepping
in to provide public goods (due to
the free-rider problem) and merit
goods
which
would
be
under-
consumed.
To
Control
Externalities: Implementing policies
like taxes or regulations to reduce
negative impacts, such as pollution,
and encourage activities with positive
impacts (positive externalities).
●
● To Redistribute Income: Using
progressive taxes (taxing the rich
at higher rates) and welfare
benefits/transfers to reduce the
wide gap in income and wealth,
promoting greater equity (fairness).
● To Manage the Macroeconomy:
Using policy tools (fiscal, monetary,
supply-side) to achieve key national
aims like ensuring economic growth,
low unemployment, and low inflation.
