Though, in my opinion, it would bo proferable for sons oven of Ruling
Chiefs to resido in boarding housos and to mingle frooly in all Colloge activities,
auch a radical step might be open to objection. It is for consideration whether
the system of guardianship (if it is to be continued) should not be reviewed
and be brought into closor relationship with the Collego itself. ;
24, Tho inclusion of law (howover rudimentary) atthe Diploma stage is
inadvisable. The boys should firs) make suro tho essontial fouridations of
genoral attainments, Should logal studios bo attempted at a later stage,
thoy should be taught by « man of exporionce in the actual working of the
Courts. The services of a retired magistrate might bo obtained for this
purpose.
25. A word is required in respect to the Intermediate and Higher
Diplomas, Tho intention is that these examinations shall be regarded as
generally equivalont to the Intermediate and Dcgroo Examinations, respoctivo-
ly, of Indian univorsitios ; and Governmont havo already recognisod them as
such for tho purpose of admitting candidates to Government servioos.
University legislation in India, however, procludos a university from admit-
ting to post-graduate courses those who are not graduates; and, excopting
possibly a few categories of porsons which do not apply to Mayo College, only
thoso who have studied in affiliated .collegos aro admitted to dogroo
examinations.
The only solution of tho difficulty, thorefore, would be for Mayo College
to apply for affiliation to Agra Univorsity, in whoso jurisdiction Ajmer lies ;
but tho road is by no means easy. Though the post-diplomsa classes are
located in separate buildings, both teaching ond residential, affiliation is not
roadily accorded to an institution, which includes primary and secondary
classes. Tho present weaknoss of tho staff, both in numbers and in quali-
fications, presonts furthor obstacles. ;
It is also for considoration whother an attompt to gain affiliation would be
advisable. The courses would have to bo accommodated to tho requiraments
of tho University, and much of the real objective of the Collego might be
blurred. The question also arises whether the teaching and financial resources
of tho Colloge should be dissipated by an attempt to pass boyond the natural
frontiers of a well-organised school. .
The provision of facilities for preparing for the Intermediate Diploma
Examination, however, is a differont matter. In tho United Province,
this stago of education is rightly considered os being within tho scope of the
school course ; and Mayo College should most certainly provide for a complete
school courso. It should not bo difficult to provide that success in tho Inter-
mediate Diploma Examination shall be a qualjfication for admission to the
dogreo courses of a University ; I undorstand that the University of Allahabad
has alrondy agreed to such a proposal,
26. In conclusion, I wish to record my appreciation of tho life and, vitality
which pormoute the activities of the College, I valuo the rocord of past
achisvemont and the high position which.the Colloge now holds; I also
visualise tho rich scope which lics before the College. -It is bocauso I appro-
ciato theso facts that T have drawn attention to cortain changes which seom
to be cssontial to tho right dovelopment_of.the, College.

firmly ostablished as tho promior, if not tho only, Chiefs’ Colloge in India.
