4. I was rather surprised to notice boys whom T know to be pclosasunder
in intelloctualeapacity and education working side by side in the same class,
T understand that the bright boys of a class are not necessarily hold back by
woalk boys in the same class, I fully roalise that itis difficult, if not
impossible, to refuse admission to boys of 0 cortain.class and standing, but I
would suggest thai as far as possiblo only thoso boys should bo admitied who
would bo likcly to benefit by tho life of the place, and it might be found
practicable to inaugurate specie) classes for backward boys outside the normal
curriculum. I cannot think that it is sound to associate vory backward
boys with boys of averago or supor average intcllect and ability. Tho result
may be negative in the caso of the woak boys, but it detracts from the compe-
titive spirit and is open on psychological grounds to objection.
5. Tho undosirable practice of private tuition, although it hes been
reduced, is still far too provalent in Mayo Colloge. The Principal aproes
with this romark but has shown how difficult it is for him to stap it. In an
institution such as Mayo Colloge’ it is particularly necossary that the
practice of privato tuition should be absolutely forbidden oxcept in rare cascs
with the specific sanction of the Principal. I do not propose to dilate in a
report of this nature on the obvious reasons for holding the practice to be
obnoxious.
6. I loarnt with very considerable surprise that the annual feos for each
hoy belonging to Rajputana, of which there are roughly 125 out of 150, are
only Rs. 267, including games and medical attendance, cto. This foo excludes
living chargos which in. the case of the averago boy, who does not keep polo
ponies and expensive motor cars, amount to roughly Rs. 100 per month,
and less it he has joined a common mess. The foes chargod in the case ot
boys joining the College from olsowhere than Rajputana are much highor and
vary according to the income and status of each boy’s parent. Thoro is a
good case for bringing the annual tuitional tees o1 boys drawn from Rajputana
up to Rs. 600 and the extra income thereby derived can be very wel! spent.

7. Iv is in consonance with the romarks which I introduced at the begin.
ning ofthis report anent the primary function of Mayo College that I touch
upon the question of doveloping the natural intelligence, manncrs and, degort-
mont, and tho stops taken togive boys some grounding in the principles of
goneral administration. As regards deportmont thore is nothing to bo said
except tho utmost praise, As regards intolligenco I should say that tho boys
coftho Mayo Collogo, within tho limits of thoir individual montal oquipmont, are
more highly developed in this senso than boys of the sameage clsowhero ; I
am confident that the Principal and his staff do as much as thoy possibly can
to sharpon this quality. Administrativo principles should bo implanted ona
firm foundation of general knowledge. As far as possible, therefore, and to
the oxtent tho syllabuses allow, training in administration, accountancy and
such like subjects should come as late os possible. The ideal in my opinion
would be to institute a special course in such subjects after the Intormediate
Diploma has beon passed, or even after the Higher Diploma. Still better
porhaps would be an arrangement whereby boys on leaving Mayo Colloge
were given a 6 months course ino district. It is essontial that boys who are
40 succoed to carcers which have boon outlined already should havo rudimen-
tary training in tho subjects under discussion, and I cannot agreo thet a young
LL.B. with no practical experience of law as practised in the courts, still less
of practical administration, is the right man, in the cireumstancos, to instruct.
I strongly advocate tho engagement of a man who has spent his lifo as an
administrator. <A retired Deputy Colloctor, provided his social antocedonts
woro satisfactory, would seom to be tho best type to discharge tuition of this
nature.
8. In Mayo Collego toaching is practically exclusively by subjoct.
In my opinion, n good master can teach boys up to the age of 12 or 13 years
in any subjoct, and I would advocate tho system of class instruction in the
ease of the junior half of Mayo College. Small boys would gain in con-
fidence, and a master who was constantly with thom in all subjects would
