8. Tt is also importans, especially in view of the considerations discnssad
above, that tho teaching should be well organised. It is essential, for example,
that each member of the staff should know exactly what ground ho is expected
to cover ; it is.equally essential that the work of cach class shonld be close}
related and in harmony with that of the other classes. For this purpos,
class syllabuses should be catefully framed, which would. be a guide ands
check to the masters in each elass ; they should also be readily availablo in the
class-rooms. Without svch a guide the work of class is dangerously apt te
become vague and purposeless.
I was therefore disturbed to find that no such syllabuses wore in existence
at the time of my visit, bué was informed that the present Principal, imme-
diately after taking office, had taken steps to rectify this omission. I was
also pleased to hear that masters are consulting together in framing the
syllabuses. Team work in this matter is essential.
When once the syllabuses have boon framed, it will be important for
each master to keep a careful record of the progress made from time totimein .
covering the scope of the syllabus. It is difficult to suggest whether a syllabus
incompleted or a syllabus completed considerably before the appointed time
is the more open to objection. Masters should therefore forward to the
Principal periodical statements of progress.
9. The first stop towards progress, thereforo, is an increase in the entcl-
ment. Notonly does the present small enrolment militate against good class- °
teaching ; it aiso reacts unfavourably against the development of healthy
college activities. Games, for example, cannot be expected. to thrive in such
circumstances ; and thus the boys are largely denied that valuable training in
co-bpetativo activity and in physical endurance which games are caloulated to
provide. .
Tho enrolment figures are not such ay to inspire confidence, especially ae
the targost class is the Diploma. class, the members of which will soon be leav-
ing College.

10. The College Council have been considering this critical situation end
have elready adopted drastic measures.
It has been decided that the Scott College, Sadra, shall be amalgamated.
with the College, and that the Sadra boys shall -be offered accommodation.
at Rajkymar College on their own. scale of fees in a hostel or wing of their
own, which will bear the name of Colonel Scott. It is anticipated that this
amalgamation will result in the addition of between fifteen and twenty boys
to the College, :
A similar amalgamation of the Talukdari Girassia School, Wadhwan, is
still under consideration.
11, An even more important innovation has been the decision of the
College Council to cut down, the expenditure of the boys by the introduction
of common messing, by the elimination of private servants, by the substitution.
of dormitories for private suites of rooms and by insisting upon some
uniformity in dress.
Tho existing scale of fees has also boon modified and a lower scale of fees:
hes beon introduced for kumars from States with an annual income between
- Rs, 4,000 and Rs. 40,000. In addition, the surcharge of 25 per cont, from
States outside Kethiawar will no'longer be mado, Wufther, the amounts _
