4. Representation of Minorities
Development of the Federal Structure
Helpedestablish key state institutions, such as:
State Bank of Pakistan (1948)
Pakistan Public Service Commission (1947)
Auditor-General’s Office
Federal Court
The Assembly provided reserved seats for minorities, ensuring
representation for Hindus, Christians, and others in legislation.
This reflected Jinnah’s vision of an inclusive Pakistan.
Civil service reorganization and administrative reforms.
The Assembly discussed how to balance power between East and West
Pakistan.
However, tension over representation and parity between the two wings
often delayed progress.
Governor-General Ghulam Muhammad dissolved the Assembly on 24
October 1954, claiming it had lost the confidence of the people.
The Speaker, Maulvi Tamizuddin Khan, challenged the dissolution in
court, but the Federal Court upheld the Governor-General’s action.
This event set a precedent for future political instability and misuse
of executive power in Pakistan’s history.
Death of Quaid-e-Azam (1948) created a leadership vacuum.
Assassination of Liaquat Ali Khan (1951) weakened political stability.
Growing differences between East and West Pakistan over
power-sharing.
Frequent changes of Prime Ministers and Governors-General
caused political instability.
The Assembly was slow in drafting a constitution, which increased public
frustration.
