Public & Representative Officers Disqualification Act 1949
PRODA
After Quaid-i-Azam’s death (1948), Liaquat tried to fill the political
vacuum and maintain unity.
Displayed strong leadership during periods of tension and communal
violence (especially in 1949–50).
Advocated for Islamic democracy — combining democratic principles with
Islamic values.
PRODA was passed in 1949 during Liaquat Ali Khan’s government to
combat corruption and misconduct in public service. It aimed to ensure honesty,
accountability, and integrity among politicians and government officials.
Under this law, any public or representative officer found guilty of
corruption, misuse of power, or misconduct could be disqualified from
holding office for a specified period. Complaints could be made to the
Governor-General or provincial governors, who could then order an
inquiry by judges. If proven guilty, the person was barred from public
office. Although PRODA was intended to promote transparency and discipline in
governance, it was sometimes criticized for being used politically against
opponents. Overall, it was Pakistan’s first major anti-corruption law after
independence.
On October 16, 1951, Liaquat Ali Khan was assassinated while addressing
a public meeting at Company Bagh, Rawalpindi (now called Liaquat
Bagh).
The assassin, Said Akbar, was immediately shot dead by police, and the
motive behind the murder remains a mystery.
His death created political instability and marked the end of Pakistan’s
founding leadership era.
He was posthumously given the title “Shaheed-e-Millat” (Martyr of the
Nation).
After his assasination, Pakistan fell into Political turmoil throughout the 50’s.
